Housing networks form the basis for residential interconnection. At the same time, they play a key role in the development of smart communities. However, housing networks have been researched to a very limited extent, especially in the context of smart city. This paper presents a literature review on housing networks as an enabler for smart city. It is found that a few contributions are available on smart city and that the existing ones did not focus on housing networks. Compatibility of utc_offset with timezone support in sqlite
I'm using the library sqlite3-ruby for my Rails project and I'm wondering if my app will suffer from timezones not being set correctly in my database.
As far as I understand, the sqlite3-ruby's version (2.0.0) supports only timezones on the :utc_offset column. Does this mean that my database could suffer from timezones not being set correctly?

MySQL supports timezone support in the database since version 5.1.2.

It is not necessary to set the database timezone as well. You just need to set the UTC offset. That's it.
But if you decide to set the timezone for your users (e.g. to match their own timezone), then you must also set the database timezone for the timezone you are dealing with. You can do that in the config/application.rb file:
